In December of 1998, members of the NY State guardian Association approached Frank Fowler of the Syracuse Police Department in regards to starting that point, Fowler coordinated with Virgil Hutchinson, also, of the Syracuse Police Department and the two began researching and developing plans for our current association.

The name of the association became Central New York Association of Minority Police. However, because we believed it was important to include Officer Wallie Howard in some important and permanent manner, it was decided to add his badge number, 415, to the association name. We thus became the Central New York Association of Minority Police (CAMP 415) Inc.

On March 26, 1999, CAMP 415 was incorporated. At present, these officers hold the following positions: Frank Fowler - President, Virgil Hutchinson - 1st Vice-President, Gwen Dowdell - 2nd Vice-President, Grace Kelley-Neal - Recording Secretary, James Morris - Corresponding Secretary & Historian, Cassandra Jones-Ingram - Treasurer, Leon Saddler - Sergeant at Arms & Public Affairs Officer, and Curtis Page- Chaplain
